Will Council Rock adopt policy that will provide framework for targeting homes in Upper Makefield for reassessment (and tax increase)?
School Boards are taxing authorities. Policy 605.1 is a form policy several school boards around the Commonwealth have adopted based upon the PA Supreme Court Ruling in Valley Forge Towers Apartments N, LP v. Upper Merion School District, 163 A.3d 962 (Pa. 2017). If adopted by a School Board, policy 605.1 provides that School Board with the framework and authority to initiate tax appeals against individual homeowners, whether from a recent sale or through knowledge of a property believed to be under-assessed for tax purposes. In other words, homeowners and their homes can be targeted for tax assessment appeals by the School District as a way of increasing taxes.
Pennsbury School Board - a local Democrat-controlled School District -- adopted the policy a few years ago: Active Policies - Pennsbury School District BoardDocs® Pro . The Council Rock School Board (which is currently controlled by the Democrats) apparently considered the adoption of this policy earlier this year but tabled it .... at least until after the election. The proposed target threshold home value for Upper Makefield was apparently $1MM and above. Why risk returning a Democrat majority to the Council Rock School Board? Vote for Republican Hedy Ranieri to make sure Policy 605.1 is not adopted in Council Rock so that you will not become a target for a tax assessment appeal by the School Board.
